Use MP3 when minimum size and playback compatibility are the priority. Use WAV when the destination requires PCM, and keep the full-resolution source as the master copy.

Yes. Target Size calculates a bitrate from the track duration and desired size, then tightens the bitrate once more if the first result exceeds the target. Container overhead means the result may not match the requested size byte for byte.
